These aren't rune brushes, they're for painting henna designs on your face, hands, etc.

That brush in Masks of Distinction is owned by Charna. She keeps it there for inventory purposes. There's a ton in there that she uses to paint the blank masks as well as faces and stuff. Look her up and see if you can strike a deal.
