It would seem to me that the best way to prevent "hackers" from accessing data from high-security sources (military, gov't, aerospace engineers, etc.) is to actually NOT HAVE THE DATA CONNECTED TO A NETWORK.

I think termination of all cats belonging to convicted hackers is the real way to go.
