When should a bard stop training in this if they want to avoid significant diminishing returns? like 50 ranks?

75 ranks for a total of -3 sec from Tonis is a good stopping point

Anything less than 100 ranks is worthless if you use a shield. If you don't use a shield, 75 is fine.

Yeah, using a tower shield and having it treated as a small shield is an amazing benefit.
