Sort of. DHCP - dynamic host configuration protocol - assigns IPs based on a range you give it. It also assigns based on an interval you specify, called a lease. So, lets say a DHCP server assigns me an address. The admin of that server might allow leases to last 1 day. If my machine remains on through that day, my machine will renew that lease - a day at a time - as long as I am active to do so. If a lease expiration goes by with my machine offline, that address is up for grabs. If someone else comes along and grabs it, the next time I log in Ill get a new IP until enough time passes without my renewing it.

On a dial up service, the leases are probably very short. This is more intensive work for the DHCP server, but keeps the maximum amount of addresses free for the clients.

In a LAN environment the needs are less rigorous the lease will be longer. For example at my machine at work right now:

Lease Obtained. . . . . . . . . . : Friday, July 22, 2005 9:31:11 AM
Lease Expires . . . . . . . . . . : Friday, July 29, 2005 9:31:11 AM

They use a week obviously. My machine renewed as part of a reboot this morning.

I can hog this IP as long as I want. Either by running the command or rebooting or being online and having windows do it for me. The admins can also decide to push me out. They could delete all the leases and make everyone re-grab. Why this would be desireable is that cablevision at least does not want people hosting websites at home unless they pay more. Moving my IP from time to time would frustrate doing so.

Ive never tried to do it, but there is probably at least some DHCP server package that will force people to switch IPs the next time they renew.

So what is static? Theres a couple of ways to accomplish that. You can manually enter a reservation that never expires or you can exclude a set of addresses from the range being assigned by DHCP. My ISP would specifically charge you for that as part of a web hosting package.
