anyone know of any good sites with open license audio tracks and loops?

Try Flash Kit (http://www.flashkit.com[/url).com. It should point you in the right direction and they have a library of sound effects at the very least. Good Flash tutorials also.
You can also make your own using Sound Studio (http://www.felttip.com/products/soundstudio/) which works with .wav and .mp3 files.

flashkit didn't have what I was looking for, and I don't even understand the fundamentals of musical composition.

what exactly are you looking for? and what do you mean by 'tracks'? generally a track is a finished song, so i dont think that is what you are looking for. as for loops, finding good loops is usualy tough, depending on what you are looking for. its best to get sampled sounds and create your own loops. i have about 18gig of samples, so i might be able to help depending on what you are looking for/to do

I'm looking for a 15 - 25 second (at the most) jazz loop, it doesn't even need to repeat itself.. but I can best describe it over AIM. heh.

I can whip up some jazz thingies. Anything more specific than "jazz"?
Sound studio lets you open .wav or .mp3 files and clip, copy and paste, fade, re-sample etc. Its a very simple program to work with.

heh, seriously, as much as I appreicate music, I barely have a grasp of Tempo, BPM, scale, and all those other funny terms musicians use.
