Shoulder there be NPC thieves working the streets? Should there be a danger of getting kidnapped or jailed for vagrancy? Should people being unresponsive be consider a problem at all?

Unresponsive people who sit out in the open are a big problem. I've grown accustomed to it. At this point I'm willing to let folks do whatever they want to have fun.

They can Zombie MA, they can just sit around all day, they can have no interaction with anyone, if that's their bag, they can keep living their sad lives however they please.

Thing is, it seems likely that people doing that in a medieval city would run into some significant trouble.
