How does one go about renouncing their citizenship in a town? The NPC doesn't seem to be of any help.

If you renounce citizenship, can you later on get it back?

After I gave it up, I asked the NPC about it, and I could have gotten it back, so I'm guessing that the stuff you did in a particular town will remain on your record so if you wanna dump the citizenship in the new town you can go back to the one you had it and regain it.
