I've got +22 enhansive imflass handaxe for sale, here's some information on it.

It has a bonus of +22 from a normal handaxe
requires skill in edged weapons to use effectively.
The handaxe resonates with your voice, indicating that it enhances its owner in the following ways:
It provides a bonus to Mana Recovery.

Not sure how many charges a "huge number" are, but I've timed my singing as to not be holding it on a pulse, and same with the enchanting. I would imagine a huge number of charges should last a good long time, and I'm rather sure this handaxe should be merchant rechargeable, something I'll ask around about.

so, eventually it'll stop giving you +3 extra mana per pulse? i'm guessing thats what the charges do? so when it runs out of charges it'll stop i mean.

It will eventually run out of charges, but even when it does, it SHOULD be rechargeable by a merchant. Not 100 % on this, but if anyone knows, please post concerning this.

It will only use one charge per pulse, and has a huge amount. And considering you won't rest holding it, and so forth, it should work for quite a very long time. Before even needing recharging.
