What will be the primary purpose of the monk? Pure magic, brawler... some races are naturally better at certain skills so I'd look at that if I were you - if you're looking at it from mechanics.

RP - use whatever fits the story in which you're creating him into.

As for "best"... I'd say the best race is the one you like playing :-p

I know my monk will be Tehir.
