Since my insta-migration ends soon, I just wanna make sure I'm on the right track with this character as I havn't played a sorcerer since GS3.

Questions
1. Do I really need that much Necro Lore to reap the benefits from it?
2. Same question with both the mana shares
3. Is 40 ranks of scroll/miu sufficient since I dont need the magic ranks for a runestaff?
4. Is 1.5x enough spell aim to reliably do good damage with focused implosion, assuming I'm not uphunting a ton?

way undertrained in 700s imo

try to get 20 ranks over your level and hold it there. you are fine on AS if you dont want to recharge scrolls

1) From what I have seen yes. Assuming you are talking in context of animate dead. I've found that if you aren't singled in it you won't be able to animate around your level and thus your animate won't be all that useful. But I suppose it depends on your tactics. Some people may just use them for mana and spells, I dunno. Though if you are talking about the extra damage it gives you for disease and pain infliction, I'm not entirely sure how much it helps, though I'm also not sure if anyone really hunts with those spells.

2) It's nice because you can get a ton of mana per pulse but completely not needed. My 66 sorc has 50 in elemental and 40 in spirit and I have more mana than I can use in a long hunt.

3) All depends on what you want to do with it. It wouldnt be enough arcane to be very successful at scroll infusion, but you could probably cast any spell off a scroll. Personally I can't think of why someone would spend a ridiculous amount of points on a shield when you can just spend it on things you need anyway and get the DS benefit. but hey, thats just me.

4) I personnally like to keep it 2x so that I can uphunt when needed. I'm not sure on the exact formula, but I know at 66, with 2x, casting at something 70, I instant kill 2 out of 5 times. Which for me isn't that great.

Basically my philosophy has always been this: as long as the training is halfway decent, you will be able to come up with tactics to hunt it successfully. In the end, pick your skills based on what you want to do with them, not based on what you think the numbers will be in the end.

Stay away from runestaves. They completely gimp you as far as possible DS goes, expecially in the more offensive stances.
