The Lake Fear ferry originally was set up to make it difficult for people banished from Ta'Vaalor to use it travelling towards Ta'Vaalor. I noticed yesterday that this feature hadn't kept pace with the justice system updates and have an update in process.

The city guardsmen stationed at each gate will, likewise, be very vigilant about keeping banished people out of Ta'Vaalor. Time for these guards to do more than stand around drinking beer!

Once these tools are released in revised form, other town gurus can deploy them as they think best fits their towns' needs.

Does this mean that the elven captain will start throwing bannished travelers overboard if caught travelling to Ta'Vaalor?

They also might want to change the ability to board while hidden/stalking and invisible. That would probably entail the boat captain to charge a fee, like the blind ferryman at vipershroud forest does.
