I have 2 of these. Both are T2 with 12 verbs, and can be unlocked once more to be fully unlocked using the gold harness-shaped certs from The Mar and Scar, Concealed, for 7k BS at Bloodriven Village.
Both are front-worn, weigh 3 lbs, and hold 25 lbs, which you can then max out to weigh 2 lbs and hold 60 lbs using lightening and deepening notes from player shops. They are very nicely scripted. You can see the full description of all scripts on the wiki: https://gswiki.play.net/Pirate_Harness
