How do I actually open one up? I'm a premium member, so I should be allowed to, as far as I know...

Is there space to open one in the Landing or is there a limit?

You need to be a town citizian to buy a shop permit. In the Landing there's a limit to 5 shops per room and from my understanding they're all owned. The only way now is to buy a shop from someone else in the Landing.

I don't know if all the other various shops in the other towns are claimed though.

How typical of Simutronics to make a nice addition to the game and have it widely exclusive to a large portion of the playerbase.

Namely me... who has been gone while this new addtion was made.

Once a month or so, forget the exact timing, they open up the vacated spaces from folks who've left the lands or not paid the rent on their shops, so that other people can get a shop. One of my characters got one this way. Wish I could be more helpful, with an exact date, but perhaps on the official boards someone will know.

How does one obtain citizenship in the Landing?

You need a permit. Good luck acquiring one through regular mechanics.
