I didn't talk to any NPC's really just bought some stuff but ya gotta be a pure elf or a dwarf to get citizenship in the en I think

For Illistim proper its pure elves or aelotoi for full citizenship. I know sylvans can get partial.

Dwarves and elves hate each other, I don't think they give each other citizenship.

My elves got citizenship just from using the bank over a two or three month period heh.
