You can see that the individual talons have each been fashioned with a deep socket in their base. The sockets are padded and lined with a layer of supple leather which provides the wearer with a snug and secure fit within each green glaes artifact.
When you point the talons at a target, the target becomes marked until you attack it to unleash that mark.
On your next attack on a marked target, you receive an AS bonus equal to 40% of the target's spell DS. They are especially satisfying when cutting down the newly-smug shapers in the Sanctum of Scales, with their walls of force and many other defensive spells.
The marked target also suffers a guaranteed lightning flare, even on a miss, if it survives the primary attack.
20 charges per day. 1 charge to use on a creature, 5 charges to use on a player.
These talons do not trigger any cast roundtime or hard roundtime. With an alias and a reasonably fast internet connection, you can use these with no noticeable impact on your attack speed and mobility.
The talons use the hand-worn functional slot.
The talons work with ranged weapons for the lightning flare aspect only. The AS boost does not work.
The talons do not work with hurled weapons.
At release, these only provided a 25% AS boost, so you may see that number written elsewhere. All colors of talons received a 15% boost some months after their release at the 2016 grand auction.
They work against vvrael.
Each charge is restored on an individual basis, 24 hours after use. This is perhaps easiest to explain with an example output from HUG TALONS:

The raw energy fades as it arcs toward its target, then magical energies ripple as the bolt strikes the scaled shaper and vanishes!
You feel a surge as magical energies are siphoned to you from a pale scaled shaper's wards!

AS: +1155 vs DS: +677 with AvD: +35 + d100 roll: +21 = +534
... and hit for 285 points of damage!

A pale scaled shaper sinks to the ground, the fell light in her eyes guttering before going out entirely.
