Yup. Simu is pretty adamant about whoever knows the security answer is the owner of the account, so if you buy an account be sure to change the security answer as soon as possible.

The only thing they absolutely will not allow is the transfer of characters to new ISPs.... Yes, that language is still in policy.

When the game was on AOL and Prodigy or whatever, your character was tied to your login name on your ISP. If you switched from AOL to CompuServ or something, they would not transfer your character over.
