For the life of me I cannot figure it out. Trying to install on a new Acer Laptop running Windows 11. Trying to use the link on https://gswiki.play.net/Lich_(software) to download Ruby4Lich5.exe Installer and it doesn't seem to want to work for me. I'm normally not THIS bad with computers. Can anyone nudge me in the right direction?

Are you logged into the PC under admin?

Discord is a much better place to provide support for lich/scripting issues. You would need to provide more information on what you are seeing or what the installer is doing.
