As far as I am aware it is able to be. I just checked at the AG and got: Marciano peers at the cloak through a large green crystal lens. Marciano says, "I believe your cloak is already fully charged."
Directly from the loresong I got:

The cloak resonates with your voice, indicating that it enhances its owner in the following ways:
It provides a boost of 2 to Stamina Recovery.
It provides a boost of 2 to Strength Base.
It provides a boost of 2 to Combat Maneuvers Bonus.
The cloak looks to have more than your average giantman could count charges remaining.

You sense that the byssine cloak will persist after its last enhancive charge has been expended.
