Can Shadow Death weapons be blessed?

That's all I need to know. I'm looking for a dagger based off-hand weapon to compliment my crit weighted dagger in main hand, for TWC ambushing.
Then on non crittable critters swap hands and waylay with the shadow flares.
So just need to know if they can be blessed and if not, why not. Who do I talk to to get that changed.
