Can't you just take the account name and password and log into the web site. once in the website you can change the password and billing information.

To transfer you will need your security answer but if you forgot it ( which I did once) and tell them they will tell you if you have the password which you do?

I tried to transfer the character to my name I know atleast the character Spir is on the account, but I forgot ya need to sign-in before you can get to the transfer form, so that's a no-go also.

What the billing guy ended up saying was to get the password from the person with the account, then just change everything else from inside the account.
