So I was super pissed because I wanted to resize a tower shield down to a small shield, and 3 certs for that is insane! But it's an awesome shield so I took the hit, and bought the 3 certs....but didn't realize that counts as 3 services on the same item, so there's the 25k surcharge. So it would be 100k to resize!!
I put in an assist because I was pretty pissed about the surcharge for this kind of service, expecting to get nowhere with it. But not only did they convert it to a small shield without a surcharge, they decided to make it so shield resize certs are now 1 cert to any size, and they refunded me 2 certs!

That is how they were for most of the time since the advent of different sizes. And the way it should be.

Pretty sure he's saying your resolution is the way it was before it was offered as a Duskruin cert/service.
I know I had a premium merchant offer it a decade or so ago and change a tower shield for me to medium size in a single move. Sounds like they messed up on the cert (or maybe modeled it after AsG change certs, which armor changes are abit more drastic than a shield). Though our services were done before SHIELD and all the newer application of shield sizes.

I've changed a few shields, and have never been charged multiple times for one change. Don't know why it makes any sense for you to have to pay multiple times.

Ahh, I misunderstood, sorry.
Yeah, even just having the GM do two before I realized the surcharge was a thing, felt strange and awkward, because I had to redeem them one at a time, in a row.

That is exactly what happened with the first GM I spoke to (Well, except i didn't have the BS for the surcharge :D). I am glad I didn't give up after that.
I actually walked out on him I was so upset with how callous he was.

It looks like the language on the cert in HESS has changed, likely as a result of your case. So overall a great change.
The bigger issue for me is this shows you that the answer you get depends on which GM you get. First guy says nope, it's gonna cost you 100K. Then the second guy says yep, you're right, it should only cost you, and anyone from this point forward 25K. Don't like mom's answer? Ask dad.

That is pretty standard. Some GMs see their position as being able to lord over players as opposed to providing customer service. Glad it worked for you.

And that is likely due to the GM either being newer or just uncomfortable with asking for assistance from a higher GM.

It wasn't. And I won't name them because for all I know they were behind the change even though their customer service skills were abysmal with me! Instead of repeating that it's how it's always worked, that I should be grateful it's not GS3 where you couldn't even do this, that I was already willing to pay 75k, etc. etc., they could have at least told me they'd bring it up with management or something. Or even a simple "I'm sorry, this sucks but there's nothing I have the authority to do about it," would have been something.

Well, this was most likely the case of a dev GM sticking to the hard line, while the higher ups heard my plea and decided to change the rules.
But yeah, I was shocked. I told a friend I had .5% hope that they'd do anything. I'm so used to Simu towing the hard line and getting burned on this type of thing.
The funny part, is all the ass kissers that defended it working this way on Discord. You know who you are, and you can suck it!

Many years ago I joined Achaea, where that was in fact an actual policy. When I didn't comply they turned me into a shrub and I haven't played it since.

Lol, Achaea. I played that game for a while, until some guy used some illusion spell on me to trick me into thinking he was trading with me, and I gave him almost every penny I had for it. When the GMs said they won't do anything, I quit immediately and never looked back.
I did enjoy betting people in chess matches there though (I forget how it worked exactly, but it had a chess game in the game). That's how I made most of my money! :D
