In GS4, how does one take TPs and apply them to skill ranks? I've made it to level 3 and can't figure out how to get my skills up via the new CM. TIA!

Type goal and it will open up a new window allowing you to increase/decrease your skill.

While in-game type goals. Much easier than trying to use the character manager via checking into the inn. If you must check into the inn in order to train you should just beable to select the skill you want by typing # +1(or however many ranks) So typing 1 +2 would raise armor (skill 1) two more ranks.
Like I said, much easier to just type goals and train via the point and click GUI that opens up.

I played long long ago in 3. I miss the old school way. At least I understood it. Starting over and I'm not sure I get this way of training and am afraid I'm going to blow alot of points. It looks like I have to quadruple and septuple in skills with exponential cost. Old way reset the training cost at each level.
Am I missing something or do I really need to blow 30 points to get 4 ranks of shield for example?

I think you are confused. The costs still 'resets' each level.
You get base cost at 1x per lvl +2 ranks. The extra two ranks are there to signify the ZERO level, and the NEXT level. So they allow you the same amount of points and skill costs, but you are able to train some skills past what you used to be able to do.
After lvl+2 ranks are reached, if you can double the skill, the costs doubles.
After (lvl+2)*2 you can triple the skill at triple the costs, if its available.
When you reach the next level, the training points are recalculated based on your current level and current skill ranks. So if you are a lvl 10 rogue, you could triple perception, at 36 ranks for a total of 84 mental points. Once you hit level eleven, before you train up to 39 ranks, you would have your spent TPs recalculated to 79 or so. Or I might have gotten my math mixed up - its late.

I think the other thing that threw me was the points changed some. So what lloked like alot was actually the base points. Using the web based skill manager rather than the Inn helped also.

If your problem is technical, reset IE's 7.0 to Medium-High (if it's on that already, clear out %Temp% and put your internet security setting on high, then back to medium-high [without closing the options dialogue]) and load www.play.net and allow cookies that'll be prompted on play.net and gemstone.net.
Log in and goals from that point forth and it should work out okay for you.
I'm not really sure if you're asking is more of "how to" or "it won't."

It is actually "it won't". Again.
Just upped another level and the training cost has not changed on several skills. It still displays and costs as twice the base cost. And I didn't train in it for a level while I waited for it to reset. However, when I train in the skill anyway, the cost still doesn't change. It seems when I'm at the halfway mark of allowable ranks. So I'm guessing that is the way it's supposed to work. If I'm double training I'll stay at that hallfway mark and be running double cost. Sound right?
Running Firefox but have the cookies you mentioned enabled. I'll switch to IE for now to see if it helps.
As for new players using this forum, the gs4 forum won't let trial members post. So if the answer ain't there, the folks they are trying to attract/keep are out of luck.
And if I can't figure this skills thing out, I'm done. It can't be as hard as I'm making it. And believe it or not, I'm not that stupid. Today at least.

If you are over singled in the skill, it's going to show up as costing double cost. Note that this includes "interlevel" training.
If you're really frazzled by it, just don't use the web-based CM and check in every level like we used to.

Returning player here, too. The skills deal confused me as well at first, and I still kind of don't get it all. The costs were really messing with me. What it sounds like is it doesn't so much matter how many times THIS level you trained the skill, but what the skill rank is overall. Like if you trained lockpicking a lot while younger, for example you are lvl 10 and you have 30 ranks in lockpicking, the cost will be be triple cost or something like that. If you only have 20 ranks it will be double I believe...sorry but I'm sure I just confused you even more. Anyways, it's a different game in some respects, a bit of learning to do to get used to it, but damn I'm glad to be back.
