704 and maneuvers

So anyone have any idea how much 704 helps with maneuvers?

I dont have access to the test server, so i cant figure this out for myself.

Was it about +1 for every 10 ranks or so with some kind of seed. so apx +7 at 100 ranks, if memory holds?
