Pardon my ignorance, but what exactly does this do?

It allows a sorcerer to permanently learn how to draw the shien'tyr-aishan rune on a prepared runestone. A prepared runestone allows any sorcerer who uses it to more reliably summon a demon of a specific sub-type, archetype, or valence generally. In this case it is to summon an aishan demon from the shien'tyr valence. While runestones can be sold or traded by whomever prepared it, being able to draw a specific type of demon's rune on a stone can be very useful if it's a preferred type for mechanics, RP, or just wanting to have it for the prestige aspect. In this case, aishan are basically demon puppies.
