It could be either. They can be crumbly or persist. So if you don't know its best to leave 1 charge in them because if they crumbly and you take it to zero that's it - you won't get a chance to bring it to the max.

Thanks for the clarification. Unfortunately any official information I was able to find on empowerables is kinda vague. Whether it persists or not didn't show up with 405, I didn't have a bard sing to them.
