How do these work? I buy this token and I get plasma flares on the item of my choice?

The item can't have flares or be too powerful (over 10 CER, some scripts, etc). It will also cost a variable amount of seashells. For example, my 7x T5 shield was quoted at 22,700 seashells to add a flare, while a plain 4x runestaff was 200 seashells.
