how many ranks needed for each of the armors above full leather for complete min hindrance in all relevant categories, ie spell hindrance, cm hindrance, etc.?

45 for brig. 80 (with exception of spell hindrances) for hauberk and MBP. 140 for plate.

Which is better to wear: +18 fairly damaged padded brig vs. +25 normal brig?

I would always choose padding over enchantment. Either way though in this case because fairly padded is nothing.. and neither is +7 DS.

+25 normal brig. You dont need padding for what cant hit you, as if +7DS will make some difference in whats attacking you. Now on the other hand, if the padding level was heavy or greater then I'd say the padding. But with any padding level below I'd go for the higher ET.

Unless of course that +7 prevents you from getting hit at all..., especially if you have some of the temporary padding thats floating around now.

If +7 prevents you from getting hit, the shot won't be that big of a deal anyway. However, fairly isn't very much padding so I'd go with +25 brig.

If I were to wear an armor above doubles that didn't cover all parts, are the uncovered parts covered (does that sound right) with the next armor group down? For instance, chain mail covers the torso only with chain coverage and the rest of the body is covered with scale coverage

I think you are thinking correctly. I've always been told that the body parts left exposed by the armor were given the damage factor relating the next lower armor class.

Bob would know, I've heard him discuss this before on the OOC.
