Sorry for the ignorance, but why does it matter if you're monk is capped or not for a tattoo? I don't see how tattoo difficulty is more than just what tier it is, vs the intricacies and variety of factors that enchanting and ensorcelling have to factor in.

The difference will be in the circles (1-5) of tattoo. No individual person is more difficult to tattoo than another, but the higher circles require more skills to reliably pull off. So if someone is looking for a 4th or 5th circle it'll be attractive to know the monk is capped and thus more likely to have the training needed.
