You put a gem in it to charge it. The gem is consumed.
Only certain gems work, though most spells have multiple gems that trigger them.
I have tried about 160 gems so far and I have found at least 1 gem to cast all 5 spells.
I will provide a list to anyone considering bidding who requests it. (I'm not posting here in case the buyer would like the fun of figuring it out themselves.)
430 is always 1 charge per gem, and one of its trigger gems is pretty "standard" WL gem. (That is, not a big pain to collect them.)
The other spells get a number of charges based on gem value. For instance, 604 gives somewhere in the realm of 8 to 11 charges for one of its trigger gems worth about 500 silver (unsung).
There appears to be no limit on number of uses per day.
GM Haxus confirmed that 430, 410, 604, 806, 405 is the complete list of spells.
RUB activated only, as far as I can tell.
It has a custom loresong.
