Now that archery changed, is the quiver still providing that 5x bonus or is it just providing blesses and flares?

It is providing the 5x bonus on top of whatever your bow enchant is, up to 10x. Anything over 10x is treated kind of like zelnorn and half of the enchant will go on top your +50 bonus. With a 10x bow and the 5x quiver, you're looking at +62 AS, assuming it doesn't round up to +63 (I've never tried it with a 10x bow).
