Cobbler and Smithy Please

Looking for a cobbler to make me some fancy shoes.

Also looking to see if a smithy can put a hilt on a perfect forged weapon i purchased from a shop.

Smiths can remove the hilt from the description of a weapon they made (and possibly others, though I've never tried it with any weapon made by someone else). Once the hilt has been removed, the only way to get one added is to get an alteration from a merchant... player smiths can't add them back.
