So I can see enchanting shields with a TD bonus imparts a penalty of TD * TD, and certain materials can impart a penalty. My question is, what does that really translate to as far as difficulty? If I buy a +10 TD shield, and that imparts a -100 penalty to enchanting, what does that translate to as far as needed level/skill rank? Does anyone have any experience as to the actual difficulty of enchanting shields with +TD? Were you able to complete a 7x shield with +5 TD with ease at xyz level? Was it listed as near impossible to do when you cast 925 at it? I can calculate much of the penalty associated with it, but what does that number really mean? At what level/skill bonus is a -100 penalty able to be overcome easily? For instance, is it even possible to enchant a +10 TD shield up to 7x without a mutant wizard?

It adds very little penalty

In your example, no real additional difficulty. An additional 100 difficulty is similiar to enchanting something with a T2 ensorcel on it.
A shield with +15 TD would then have a -225 difficulty which is almost the difficulty of enchanting a T5 ensorcelled item (-250). Together they'd be fairly challenging to enchant depending on other properties.
A shield with +20 TD would be -400 and at this point... The TD on the item is hogging a substantial part of the difficulty that could be overcome..leaving you have to choose what attributes you wouldn't want to have or add yourself.
