If greaves have a light amount of critical padding that is the same padding as the primary armor and the greaves also have a resistance or flare would padding be halved because of the resistance or flare? Or no because the same critical padding is there for both the armor and accessory?

You don't get flares, resistance, and padding all on the legs without some consequence. You will get half of the best padding at that location due to having all those enhancements on the same location.
