Is there a list or something for the different merchants and what they work on? Example the Gearmaster who worked in Icemule is combat items only, I've seen others that only work on clothing, etc. Just hoping there is a Master List somewhere

I don't think there's any one 'Master List', persay... however, the GSWiki does have a Merchant's Category (https://gswiki.play.net/Category:Merchants) which may be useful. Each merchant that has a page on the Wiki should be linked from this page, and hopefully each of those merchant's pages has the 'template:merchant' put in, so it has a little box in the top right that gives a brief description of what that merchant does.
Disclaimer: not all merchants are on the Wiki, not all merchant pages will have useful info.

The alteration ruleset is completely asinine. It's a text-based game - literally anything can and should be possible. If I want Luukosian death runes, who can really say they don't exist?

Their 'standards' are so haphazardly applied as to betray an understanding of the word 'standard'. Basically depends which GM you got and what kind of mood they're in on a given day. Like any other interaction with staff.

The ALTER command shows the documentation available but how that documentation is used is a different animal. Plus you never know what is going on behind the scenes - this could be a training experience for the staff member. I try to keep in mind NPCs and GMs are different things and some are more conservative while some are more liberal with the rules, should they be fully aware of them (there are also interpretations to consider.)
There *are sometimes I or my characters want to argue, some times where I have tried and failed, and others where I've gotten my way. These rules did not always exist, of course, so you will see some wacky items out there.
From time to time, I have let the merchants design the item, sometimes based off a basic idea. I have always been pleased with the result, but I totally get people having a design and wanting that design, as anything that gets in the way of that can feel frustrating.

No I get that. I was looking for specific items that specific merchants will work on. I figured out most of my answers, and it is that there isn't much information on who works on what outside of Xerria who had her own wiki page.

Right, and whatever information there is, it's not being well-distributed. I remember a lot of players keeping lists of merchant names, this in particular. (http://www.drfuturepast.com/GSIV/lists/gms/merchants.htm)
But that doesn't have what you are looking for, as it really just has descriptions, and it is certainly not up to date. Pertinent information could be pulled from the official play.net Calendar. If someone were to document current(ish) recurring merchants and throw them up on GS4 Wiki, that'd be a great update.

You could also go on the play.net calendar and look at old events over the past few months. I think the calendar notes almost always describe what service each merchant offers.
