Anyone know if it is possible to player enchant an item with disruption flares?

When I cast at it I get the standard messaging about only fail to enchant it if you are horribly unlucky but it says I need to prepare with an appropriate potion, so does that just mean an indigo potion or does it require pre-temper? For reference they are the 6X white leather footwraps covered in veil iron spikes that Duskruin carries.

Flares no longer require a potion, but there are potions that will remove the enchanting penalty associated with flares. However, I believe they only exist for the common flares. Given that reading though, the penalty they're applying is negligible. The only potion you need is the appropriate enchanting potion to unlock enchanting to +35 (an undiluted violet ayan'eth potion)
