North part of town in the Wizard guild off Moonglae Var. North room in the Enchanting Chamber. You have to cast some spells at the orbs or go to room 17721.

This is why I have been using the Twilight Hall workshop, I get lost easier than a ranger.

I updated the wiki with a better map, the map you were looking at didn't have the enchanting room mapped.

You are looking for the enchanting chamber but you have to cast spells to get to it, which aren't listed.
