Anyone understand this new character manager for the Beta game?

Or maybe it's not that new. I haven't tried Beta for awhile. Looks like I'd need my scientific calculator to figure out though.

The main problem i have with the manager is the damned converter where we convert skills.. it doesnt seem to work right.
