You know that is a good question but it would make more sense to be a citizen so that is my guess. I have citizen script if needed as well so any rolled up ALT can be the owner.

I'd be interested in buying it, but my character is not a citizen of 4 winds. He is premium, but not a citizen.

Is your char a citizen somewhere else? I have a script that can make you a citizen of FW pretty fast unless somin has changed in the few months I've been away.

You do not have to be a citizen, tried and true by myself. Just needs to be premie.

Umm yes you do... I would check with a GM on that before you buy.

I have a shop in 4 winds and she had to be a citizen of four winds.
They would not sell me a permit without it.
( I had citizenship the first weekend)

If someone bought a shop and is not a citizen its a bug and I would let someone know if I was you to avoid mechanics abuse.
