10 CER - requires 50 cleric base spells, 5 swings duration starting base
11 CER - requires 65 cleric base spells, 5 swings duration starting base
Additional cleric base spells add 3 swings and blessings lore ranks add 1 duration as per normal.
I was using a level 35 cleric, no blessing lores, starting at 40 cleric base spells.
On a 4x 10 CER broadsword (enchanted up runed dwarven broadsword):
40 cleric spells - could not bless
50 cleric spells - could bless, duration 5 swings
On a 7x 11 CER (190 services) hammer (also T5, returning though don't think it matters):
50 cleric spells - could not bless
55 cleric spells - could not bless
60 cleric spells - could not bless
65 cleric spells - could bless, duration 5 swings
66 cleric spells - could bless, duration 8 swings
So it seems to confirm that its a static reduction in number of swings combined with a threshold level of cleric base spells. I wasn't able to test if blessings lore made any difference to the threshold level of cleric base spells. I suspect not. I think additional cleric base spells and blessings lore ranks will add to the number of swings as per normal.
I also don't know if the 10 extra services made a difference, I would guess not but anything is possible.
