Over-training in Armor Use

Are the benefits of over training armor use a fixed amount or partial?

For example if I'm 50 ranks over I get the full reduction, but what if I'm 65 ranks over? Do I get some partial benefit?

You get benefits at certain ranks, not partials. The Wikipedia has a pretty good chart about it at the bottom.
