do these degrade? if so how does one repair them?

also, the flare hits the body part of the initial strike correct?

mech flares should always hit the spot where the strike hits, yes. In theory.

If the mechanisms appear to be in "absolutely perfect" condition, they are the permanent variety that do not need any repairs ever.
