Guessing it's a relatively cheap service. The hard part is finding the merchant to do it.

I don’t think it was a service outside of RtCF.

It debuted at Droughtman, those prizes were unlocked and stated future ones wouldn’t be.

Adding or unlocking the script was a major win at RtCF and you could only win 1 major or have 1 major on an item in a single run. Mine required 2 majors over 2 runs.

Premade locked weapons were raffled at some monthly premium and festival raffles like Frontier Days.

Duskruin certs came fully unlocked.
