So all of the things you're asking for together are probably a little out of your range. 6x HCP seems to be at 30M+ at the moment, and even 4x with HCP is at about 25M. You might be able to find 6x plate with flares in your range, but I haven't seen much listed at that range. You may want to try getting some plate and an enchanting slot from a reliable Wizard to make your own 6x+.

If it were me, I'd try for plain 7x full plate, then add properties you like as you have opportunity.

Keep an eye on what people put in the flat priced and auction sections. I snatched up a set of T1 voln armor that's 6x plate with void flares and spikes for 15 mil the other day for my warrior. Just because people say something has a particular value doesn't mean it will sell for that much, sometimes people either list things too low to begin with or relist them at lower prices when they don't get interest at the price they were quoted... most will also negotiate in PMs if there's a lack of interest after a couple days.
