TWC RT ?

If I have a handaxe that is max light at 3lbs and a 3lb dagger will I ever be able to have an RT of 3? Currently with two daggers my RT is 3 and with the handaxe and a dagger my RT is 5. I bought the handaxe thinking my RT would be faster based off weight.

The minimum RT for a handaxe is 5s. So you can get a "free" rt on the offhand strike but it'll never be below 5 without spells like tonis or celerity or using qstrike

Except for offhand weapons.

Roundtime is calculated based on the base roundtime of each weapon, the weight of the off-hand weapon, and the user's strength. Swinging two weapons at once is far faster than swinging each of the weapons individually, but only fast off-hand weapons add no penalty whatsoever to swing speed. For the lowest roundtime, the weapon in the off hand should be at least as fast as the weapon in the right hand and should not be very heavy. To use an off-hand weapon without penalty, you must have the following strength bonuses:

I doubt it, more because it seems dumb that all the info for two weapon combat isn't on the two weapon combat page where one would think it should be.
