Perfect Forging Hammer Faster Rank Up?

When trying to rank up a forging skill, does a perfect forging hammer improve your likelihood to earn the next rank over a regular forging hammer? i.e. if I was trying to earn rank up and earn master in a specific forging skill, would I use so faster if I was using a perfect hammer?

Or does it just improve the likelihood to make a better quality piece?

Good question. I was wondering this recently myself. Seems to take forever to rank up so any improvement would help.
