Premium Points - Help the clueless out here?

I have 3100 premium points I don't have any use for as I play in a different instance. I know people have been selling these for silvers in some instances. Is there a current conversion rate for premium points to silvers? And how does that work? You can't transfer points right? So I'd have to have whatever projects the person wants done through my character in prime, yes?

It's not a single rate but a sliding scale. The value per point is higher for larger block. The higher valuations lately (~13000 per or so, I think?) have come from 5000+ blocks, as far as I recall. Traditionally (>6 months ago) it was more like 6000-9000 silver per point.
