Another elementary computer question

As some of you may have read in a previous post I pretty much bombed my computer and most of its settings. I can't figure out where/if there is a setting so that newly opened windows (new program, IM, etc.) are opened with priority in front of the ones that are currently open. Ideas?

My suggestion? Download TweakUI and use their "Don't allow new windows to steal focus" option.

I believe the default for windows is to open the new window unless you are actively doing something in the current window (i.e. if you are typing - it'll just flash on the taskbar). But I may be wrong.

Oh, I want it to steal the focus because that's what I was used to.
