From what I understand it's a temporary boost for the 60 day service window on getting things weighted/padded. Well not so much a boost as better chance of being on high end of the item's scale when it's taken into effect... some one correct me if I'm wrong, which I have a feeling I am.

4 points of weighting is 40 services, 5 is 50 services. This axe was generated with 49 services, so it will always have at least 4 effective points of weighting, and 9 attacks out of 10 it'll have 5. If you got one more service on it, it'd always have 5 points.
