Unlock certs

Ok how do you use them. Have the cert in one hand the item in the other and when I try to redeem it says you cannot redeem the cert here

Ok forest armor certs are. Used by the raise cert command. Not redeem cert.

How do the forest armor tiers work. Does tier 4 have a chance of all four tier activities activating? Or just the fourth tier activity? And can multiple benefits activate at once?
