You get a strong sense that this cape can be altered by any merchant. However it is altered, it must logically make sense as something that can "billow" out easily (so avoid requesting tight-fitting or super short garments if possible).
Currently you are able to use OPEN, CLOSE, WAVE, BOW, WEAR, and REMOVE with the cape. If you happen to have special fangs of a similar build, you'll find that things may look a bit fancier when you use the cape. This cape can be unlocked to a second tier by any willing Ebon Gate Festival merchant and by a handful of merchants outside of that festival.
You might be able to have a talented merchant lighten the black linen cape for you or deepen its pockets.

SHOW: The leather longcloak has been dyed the color of midnight. Cold, steel blue satin trims the cuff, collar, and hem as well as pads the interior. The same steel blue hue is used in the double top-stitch threading on all the seams. Large, polished silver buttons engraved with the T'kirem clan crest are used for the front closure and similar smaller ones on the pockets.
